Where Rockwell sits
Rockwell is a small town in eastern Rowan County on US 52, which runs through town as Main Street between Salisbury and Albemarle. NC 152 ends here. It's about 39 miles south-southwest of downtown Winston-Salem in a straight line. The town counted 2,302 residents in 2020, but ZIP 28138 spreads across about 45 square miles and roughly 10,000 people.
Town versus countryside
Inside town, Salisbury-Rowan Utilities provides water and sewer. That water comes from the Yadkin River and is disinfected with chlorine, not chloramine, with fluoride added; wastewater goes to SRU's Grant Creek and Town Creek plants. Out in the rural part of the ZIP, we couldn't find how far SRU lines extend. County-wide, about half of Rowan residents relied on private wells as of 2015, so a Rockwell mailing address doesn't guarantee public water or sewer. Homes not on municipal sewer use a private onsite wastewater system.
If you're on a well, the pump, pressure tank and line to the house are yours to maintain, and a plumber can help with the household side of that system.
Housing and heat
The median home in the Rockwell area was built in 1986, with about 40% from before 1980 and a good share of recent construction. About 73% of homes in ZIP 28138 heat with electricity and 22% with utility gas. That mix means electric water heaters are the most common, but gas water heaters and gas line work still come up. Piedmont Natural Gas serves portions of Rowan County. If you smell gas, leave the building and call 911 or Piedmont at 800-752-7504 from outside.
SRU rules that apply in town
- SRU maintains the pipe from the main to the meter; the owner is responsible from the meter to the house.
- Residential irrigation backflow assemblies must be tested every year, with reports filed through SRU's vendor BSI for $15.95.
- Meters installed since 1988 include a check valve, and SRU recommends a thermal expansion tank where one is present.
Permits and the Winston-Salem comparison
Rowan County Building Inspections in Salisbury (704-216-8619) issues permits for Rockwell after the town signs off on zoning. Its 2024 schedule lists water heater permits at $75 for storage and $90 for tankless. In Winston-Salem, by contrast, the City-County Inspections Division and Winston-Salem/Forsyth County Utilities handle those roles.
